Plain Cement Concrete does not carry 'Steel' and Reinforced Cement Concrete carry 'steel' in it.
Reinforcing concrete is a process in which steel is embedded in such a manner that the two materials act together in resisting forces. The reinforcing steel—rods, bars, or mesh—absorbs the tensile, shear, and sometimes the compressive stresses in a concrete structure.
Although steel is a generic product, it goes into many things. Rebar is slang or shorthand for reinforcing bars. Rebar is typically made of steel, though there are other products available such as fiberglass. Rebar also has a specific purpose, and that is to provide tensile strength to concrete cross sections.
